All visa-requiring travellers must be in possession of a visa in order to be considered for entry into Singapore. This includes visa-requiring travellers who are transiting through Singapore. If your connecting flight requires you to go through immigration and collect your baggage before re-entering again for your next flight, you will need to be in possession of a visa.
